REX Consulting Group acts as a local partner of The German Economic Team of Berlin Economics where the firm provides analytical work for policy advising, specifically drafting and co-drafting of the policy documents for governmental needs and project requirements such as policy papers, briefings and other sectoral analysis .
The project aimed to prepare the Competitiveness Outlook - Kosovo Chapter and the SME Policy Index for the Western Balkans. REX Consulting Group was responsible for conducting background research for 17 Policy Dimensions, including fact-checking and liaison with local authorities, such as the Ministry of Trade, Ministry of Economy, TAX Administration of Kosovo and delivering the policy papers in the Kosovo context. The assessment process is a valuable means to foster government capacity in strategic planning and designing reforms as well as change management.
The project aimed to develop a standardized approach to the costing of policies. REX Consulting Group was responsible, among many activities, for updating manuals for budget impact analysis, developing a tool for costing new policy initiatives and training materials and providing recommendations for updating Administrative Instructions.
The project aimed to prepare the SIGMA Monitoring Assessment, Kosovo- Public Finance Chapterer. REX Consulting Group, represented by Valmira Rexhëbeqaj was assigned as national expert during the 2021 assessment of Kosovo in the area of: public finance management, including public procurement.
The objective of the task is to provide the Kosovo government with an independent assessment of the performance of the public financial management system and identify areas of the system where further strengthening is needed towards international good practice. This assessment covers revenue and spending of the central government, which includes ministries, subordinated institutions, autonomous and semi-autonomous agencies. REX Consulting Group, represented by Valmira Rexhëbeqaj was assigned as Senior Non- Key Expert (SNKE), Leads on Pillar 1 PIs 1 to 3 inclusive Pillar 3 PIs 11 and 12 and Pillar 4 PIs 14 to 18 inclusive (10 PIs)
The project aimed to identify the improvement measures for two TADAT indicators, P2.5 Effective Risk Management and P4.10 Timely Submission of Tax Returns, in the Tax Administration of Kosovo. REX Consulting Group provided assistance in producing TAK improvement measures.
REX Consulting Group was contracted for an evaluation of a ten-year project financed by the Department of the Treasury, through its Office of Technical Assistance (OTA). REX Consulting Group, supported the Evaluation Team of Bixal’s International, in planning, conducting and writing up the evaluation in conformance with the deliverables for the evaluation provided by Bixal and in conformance with US Treasury Department, Office of Technical Assistance (OTA) evaluation policy, as well as Bixal’s quality and ethical standards.
The company REX Consulting Group, represented by Valmira Rexhëbeqaj, was asked to produce a paper on the creation and functioning of an extra-budgetary confiscation fund, detailing the risks associated to such a fund, the advantages and disadvantages of its creation, and making recommendations on the safeguards and guarantees required from a legal and financial point of view.
The paper will be accompanied by an annex with a comparison of similar funds in the Western Balkan countries.
Based on the macroeconomic forecast by the Ministry of Finance of Kosovo, an overall forecast of public sector revenue was made. It is projected to take into account planned and/or implemented tax and structural reforms and their impact assessments, ongoing public expenditure reduction measures (e.g., centralisation of services, asset optimisation, etc.), borrowing opportunities, long-term growth potential in GDP and wage bill growth projections, possible sources of investment or funding from the European Union and other international assistance, the possibility of a public-private partnership approach (use of private capital to bring about developmental change), impact assessments of discretionary revenue increase and/or reductions in tax revenues and/or expenditure.
